(VI) CANADA OPENS ITS DOORS
On June 9, 1919 the Parliament of Canada passed Order-In-Council P.C. 1204 which prohibited, among the landing in Canada of any Doukhobor, Hutterite or Mennonite because of their "peculiar habits, modes of life and methods of holding property." The order was repealed on March 1, 1925.
In June, 1922, a ban against Mennonite immigration that had come in after the end of the war was lifted.
In 1923, it was the Russlaender of Chortiza who emigrated. In 1924 came the turn of the Molochna colony ... The last year of large-scale movement was 1926, involving nearly 6,000 emmigrants ... [ Arthur Kroeger , Passage: A Mennonite Family's Long Journey from Russia to Canada (University of Alberta, 2007) , pp. 93, 95] http://books.google.com/books?id=0npCo1Oj6ewC&printsec=frontcover&dq=hard+passage&sig=ACfU3U25QGFji62A_eYekjhL5jdDRxvHmg
Immigration from the Soviet Union began in 1923, though these refugees all went to western Canada. The immigration to Ontario began in 1924. http://ontariomennonitehistory.org/category/mennonites/
Eventually, 21,000 German Mennonites from the former Soviet colonies would emigrate to Canada. http://www.canadianmennonite.org/stories/tale-two-ethnic-groups#sthash.ZRYYnQvh.dpuf
