... On the Exception of 33.5.10, it is necessary to observe that, I had employed Mr Sparrow (At that time a Trader residing at Halifax in Nova Scotia) to procure some provisions for the Support  of  the Infant Colony, and had transmitted to him Bills on my agent in London to put him in Cash for that purpose. Accordingly Mr Sparrow purchased & Shipped 100 Barrels of flour & 60 barrels of Pork. His charges therefore are particularly Stated in his original invoice (which is in my possession & ready to be produced) amounting to 492.2.6 which charges appearing to be consonant to the practice of trade, were allowed to him and accordingly [disposed] to government, this Subsequent Accounts (ready also to be produced) not only confirm the payment to him of that amount; but also shew that I have been, by this transaction, at the further expence of 3 1/2 per5 cent on the [scone?] of the then existing Exchange and of his Commission on negotiating the said Bills which amounting to 15.2.6, besides [canning?] Interest from the 15th of Nov. 1785. at the rate of 6 per cent per Annum. If the Auditors had condescended to signify to me their objections it woulod have instantly been explained & removed. The mistake, which created this Exception, appears to have arisen from their considering only the absolute prices of the Articles, viz:

* For Expenses incurred in pursuance of His Majesty's Royal Appointment and Instructions, to repair, as Lieutenant Governor and Commander in Chief, to Cape Breton: viz. For travelling Charges, Voyage, transport of Baggage &c. ..... 315 0 0 ...

* For Do. in pursuance of His Majesty's Royal Commands to repair to England, for the express Purpose of giving an Account of the Proceedings which had taken place in Cape Breton, &c. ..... 708 1 0 ...

[Added in writing at the bottom:]

* * These equitable Claims are warranted by the procedents of the Treasury & Secretary of State's Offices. One of the many instances which might be adduced, if required, is that of Governor Milne, who in July 1795, received, by His Majesty's Warrant - 1500 for Expenses incurred for his Outfit, previous to his departure for Martinique, and on account of the want of the usual Accommodations on his Arrival there. Mr. DeBarres's Outfits have been proportionally expensive, and there existed no accommodation whatever for his reception in Cape Breton. He therefore humbly submits his Claim to the Similar Justice of Government.
