 At a Council holden at Sydney the 9th Day  of  May 1786.

             His Excellency the Governor was pleased to call to this Board as a Member of His Majestys Council Samuel Sparrow Esqr who being present took the Oathes prescribed by Act of  Parliament and Subscribed the Declaration likewise took the oath of a Councellor and his seat at this Board accordingly

          His Excellency the Governor was pleased to nominate the Honble Mr Sparrow one His Majestys Justices of the Peace for the Island of  Cape Breton and its dependencies ....

His Excellency the Governor laid before the Board all the accounts of the Expenditure of the Public Money from the 19th Novr 1784 to the 24th March 1786 inclusive with all the Vouchers in support of the same to be Inspected examined into and audited ---

Whereupon it was moved by the Honble Mr Sparrow that a Committee be appointed to examine the said Accounts and report thereon to the Board -- Whereupon it was Unanimously resolved and ordered that ----

In May 1786 Sparrow moved in Council for a Committee to examine the Accounts & report - Sparrow (Haire being absent) & Rodgers, reported - the Council approved and confirmed - this Sparrow says, may have been done ignorantly and wickedly - ...
