 ... An effect which Mr. Steele's Report has occasioned, is an exception in Mr Addington's  Letter - saying in direct terms that I have made a fraudulent charge. The fact is, that I employed Mr Sparrow (a trader residing at Halifax in Nova Scotia) to procure provisions for the Support of the Infant Colony of Cape Breton, and, for the purpose of enabling him so to do, I sent him Bills on My Agent in London to the Amount of £ 1300. Sparrow, having negotiated these Bills, received their value. He shipped 100 Barrels of Flour & 60 Barrels of Pork, for which his charge amounted to £ 432.2.6, which being deemed reasonable was allowed to him. That very Sum is Accordingly debited to Government in my public accounts. The Sum of £ 99.5.10 deducted as not having been received by him is a part of said Charge of £ 432.2.6; for the whole of which Sparrow paid himself having the Money in his Own hands for that purpose. Sparrow's Original Invoice & amounts current for years thereafter, now extant & ready to be produced, not only establish the truth of these Assertions beyond any possibility of doubt; but also prove that I have been at the further expense of  £ 45.10 - on the Scone of the Exchange & Sparrow's Commission for negotiating the Bills Which paid the Flour, &c: alluded to for Which no charge has been made to Government - ....
