The Declaration of the Account of Joseph Frederick Wallet DesBarres Esquire of his Receipts and Disbursements for His Majesty's Service as x - x Lieutenant and Governor of the Island of Cape Breton from the 19th of November 1784, to the 13th of October 1787, Exhibited by him upon Oath before one of the Barons of His Majesty's Court of Exchequer, which said Account has been Examined and compared with the Authorisie[s], vouchers, and various documents produced in support thereof together with a State of the said account Approved and Allowed by Warrant of the Right Honourable the Lords Commissioners of His Majesty's Treasury dated the 7th of November 1793, x appears 
          Which said Account was Declared before the Right Honourable William Pitt, Chancellor and Under Treasurer of His Majesty's Exchequer, and first Lord Commissioner of the Treasury, the Right Honourable Richard Hopkins, and the Right Honourable John Thomas Townshend, two other Lords Commissioners of the Treasury the 16th day of January 1794,
                                                    That is to say 

           the said accotant  is charged with ...

  Also the said Accountant is Surcharged with the following Sums of Money for the reasons hereafter mentioned

  Samuel Sparrow for One Hundred Barrels of Flour, and Sixty Barrels of Pork Shipped from Halifax, as by an Account of the particulars and a Certificate of Henry Widmore Perry, that these provisions were received into His Majesty's Stores for the use of the Workmen employed in the public works, and that the charge is taken from Samuel Sparrows Invoice of the purchase of the same, and for which he received full Pay-ment by Governor Des Barres x Bills drawn on William Roberts Esquire, including the Sum of £ 33. 5s. 10d herein Surcharged, it appearing by a Letter from the x said Samuel Sparrow dated the 7th of January 1793, that he actually received on this Account no more than £ 398. 16s 8d _________________________
