Having been called upon to have Parish Offices, and also summoned on the Militia, I beg leave to ask you "If I am considered as one of His Majestys Council for Cape Breton, now in England on His Majestys Service (which is most true) whether it does not exonerate me from such parochial Duties." -----
His Majestys mandamus appointing myself and others, is in the Registry Office on that Island, therefore I am under some difficulty in proving my exemption, in case it privileges me, as I should suppose it did ---
I am still a mere looker on, seeing a busy world going gaily down the Stream, which I am in the Eddy --- Yet I could point out how I could most Effectively serve Government; to no less amount than Half a Million £ pr y:r - but the obloquy attached to the word projector has terrified me from presenting myself

Letter from Samuel Sparrow of South Lambeth [Surrey] asking Evan Nepean [under-secretary] for confirmation that his appointment as 'one of His Majesty's Counsel for Cape Breton' [Nova Scotia] should exempt him from parochial and militia duties when in England. Sparrow states that he could save Government half a million pounds a year but that he had not pushed himself forward as 'projectors' were so badly thought of.
