... The death of the late Comptroller Brown, and the Established appointment of Brigade major Moncrieffe at Halifax had caused vacancies at This Council Board ... The Honorable Mr. Sparrow I am informed has never been a Resident at this place, and has left a Letter for me desiring leave of absence for one year, to pursue his affairs in England.
As his
attendance at the Council must be and I find always that been uncertain and
Accidental, I was induced as well as the Members of Council to consider his Seat
as Vacant, but not withstanding my wish to make the Council as complete as
possible and thereby obtain the advice and assistance of as many respectable
gentlemen Residents here as I can to get as Mr.
Sparrow has been unnamed in His Majesty's order to the Governor in Chief, I felt
it a [p. 116] a matter of too much Delicacy to appoint an other Gentleman until
I had received the Royal Sanctions through your Lordship ...

C.B. 64, p. 83, October 21, 1787 - Macarmick to Secretary of State (Sydney); Had called on the principal gentlemen of the island to assist him in Council. Reports the vacancies and appointments and that harmony between the civil and military commanders. Sparrow's attendance has always been uncertain, but he does not wish to declare the seat vacant until he (Macarmick) shall receive instructions. In the event of the seat being declared vacant, recommends Hurd to succeed.
