His Excellency the Governor stated to the Governor the present difficult and and alarming circumstances under which this government laborers, and the expediency of some persons of abilities [...?...] and Trust to be dispatched to England Xpress with the public papers and transactions of this government and requested the advice

advice and opinion of the Board thereupon.
Whereupon it was moved by the Honorable W Sparrow seconded by the Honorable W Rodgers and [...?...] agreed to by the Board, that His Majesty's Council of Cape Breton do perfectly concur with his Excellency [...?...] [...?...] and that the Honorable the President of the Council and the Chief Justice of this Island be dispatched to England for that purpose.
