Halifax 19th July 1785
I applied to His General and Governor [to explain] not knowing but that they would consider this condition of the settlers in Cape Breton and order some temporary relief. Failing in this And not being invested with money or means to purchase my only step was to transmit the Requisition to the Treasury and point out the necessity of a Supply being ordered to your Government.
As it is much to be feared that Supply if sent will not arrive before Winter if
your Excellency will give me a Letter of Credit [part of page missing] any
merchant here or put it in My Power by any means to purchase some Provisions, I
will most cheerfully obey your orders. It is now in my Power if I had authority
for so doing to purchase 1000 Barrels of Flour and about 250 Barrels of Pork.
The Flour would last 1000 Men a little over six Months. The Pork about 70 days
which with Fish would be a good support. Gc: G. Townsend
