Minutes of Meetings - Block 2

The meeting was called to discuss the progress of "as found" recording of Block 2 and to pinpoint and resolve any problems facing the recording team. 

Mr. Cox stated that field recording was proceeding satisfactorily and Mr. Bishop was keeping a close liaison with him. As far as photographic coverage of important details was concerned, Mr. Cox was taking photographs for his report. If the draftsman in charge of recording feels that some additional photographs of significant architectural details should be taken, he should contact Mr. Cox immediately and advise him accordingly. This procedure is worth following as it eliminates duplication of effort. 

Mr. Gupta asked Mr. Cox if the latter had examined the "as found" drawings of the DeMezy House after suggested changes had been made. Mr. Cox stated that he was satisfied with the drawings and that he would sign them as soon as required. 

...  Mr. Cox also informed the members that he expected to complete his excavation within a period of 52 weeks. He also suggested that Mr. Bishop should not be withdrawn from the site periodically as this causes loss of continuity and sometimes there is a danger of losing certain important features if not recorded promptly. Since Mr. Cox is staying with the Project through the winter, he will be able to check the "as found" drawings at various stages and sign them as soon as they are ready ...

... No. 1 ... it was confirmed, that the buildings and grounds within Block 2, would be reconstructed as accurately as possible to their existence in the early spring of 1745.

No. 2 ... A composite plan for "As Found" features in Block 2 was read by Mr. Fortier, Head of Research. (See attached copy).

No. 3 ... Initial design of Block 2 will be done using the preliminary Archaeological reports and present historical reports, taking into account the scheduled archaeological reports yet to come.

No. 4 ... In regard to the Garden and terraced areas at the rear of Lots G and H, preliminary excavating only, has been done to date and considerable excavating is necessary but the priority for this area was changed (see attached list); therefore if further excavation is not possible, due to other priorities, time schedule and available resources, the Historical evidence to date may take precedence in the design of this area. 

Historically, plan 1744-5 is considered as more reliable in regard to property lines, etc. 

Another 1745-11 shows proposals only and should be used with that in mind ...

No. 6 ...  Certain changes in the priority of Archaeological excavations were recommended by Mr. J. Lunn and unanimously accepted.

RE: Elevation Grades in the Bigot Stable Courtyard

In the summer of 1974 archaeological investigations were carried out in the area immediately south of the Bigot House, known as the stable courtyard.

The operation consisted of nine-sub-operations measuring 3m. x 3m. with one unit measuring 3m. x 1.5m., all units had 50 cm. baulks on the north and west sides. Excavations revealed modern fill and disturbance to the extent that no colonial occupation zone could be determined. The fill was a light brown colour similar to redeposited C horizon. There were numerous rocks with a layer of compact clay below. Very little in the way of artifactual evidence was discovered, and stratigraphy also failed to show any sign of 18th century occupation. A possible explanation for this lack of physical evidence is that it may have been caused by the use of construction machinery when the Bigot House was being restored. The operation was closed down with little archaeological evidence gained ...

Note: One very important point to remember is that the [Rue Royalle] road surface adjacent to the stables was not level. The proposed elevation of 14.10' represents a southern most point on that surface, due to the location of the pit. There is however a gradual sloping off to 13.48' as the street approaches the south wall of the stables. (Refer to layer # 6) As stated in the memo dated Nov. 4, 1975 by Bruce Council to the restoration architect, the alley way between Dugas and the stables also slopes away from the street. (See elevations in B. Council's memo).

It is suggested that the stable courtyard a1so sloped away from Rue Royalle. The elevations for the grade will have to be determined from the level of sterile soil in the courtyard 10.66' and the available road elevation of 13.48' adjacent to the stables. By using the elevations given by Bruce for the alley way as a guide, a relatively accurate grade can be determined.

I suggest that those concerned meet and discuss this issue at the same time deriving the grade elevations.

RE: YARD ELEVATIONS, BIGOT STABLES

Mr. LeBlanc:

There appears to be some confusion concerning yard elevations in the courtyard area of the Bigot Stables. I have reviewed Richard Cox's field notes for his excavations in the area in 1968 and 1970, as well as Harper's report of his tests in the area in 1959. Neither sources have proved informative concerning yard elevation.

In a previous memo-dated November 2nd, I suggested that in the alleyway between the Bigot and Dugas properties, the yard surface elevations ranged from 14.01' AMSL at street level, to ca. 12.40' near the middle of the alleyway to ca. 11.52' at the northern end of the corridor. In another memo, dated November 10th, I commented on the stone-filled trench that borders Lot F on the south and west sides of the property. The approximate upper elevation of this trench at a point ca. 2 meters from the street on the west end of the stables building was 12.83' AMSL. This elevation is also consonant with our sloping alleyway.

Previous excavations in the Bigot Stables yard suggested shallow occupational debris accumulation over a primary site fill of re-deposited "B" horizon clays. Cox, in his field notes, also suggested the presence of a badly disturbed gravel pavé at the base of the occupational deposits. In as much as Cox did not apparently clear into the primary clay fill of the stables area, the surface elevations of Harris' 1974 excavations would probably be close to the original yard grades.

In our 1975 examination of the east end of the Bigot Stables, the upper surface of the clay fill was encountered at approximately 13.60 to 13.80' AMSL. Using this figure as a fairly reliable working elevation, a similar grade may be projected over the rear of the stables.

Some discrepancies in yard elevations occur when we consider the Lot E/F alleyway, which we have demonstrated slopes down to the north. At this point, it is well to consider the stone-filled trench at the west end of the stables, and suggest that it may have acted partially as a retaining wall.

This wall (?) has been exposed and mapped to a distance of ca. 38 feet into block 2 from the edge of the street, and cartographically corresponds to the boundary line between Lots E and F (see plan 739-5). At ca. 22 feet from the street, this wall begins to display a noticeable increase in the quantity of superficially associated stone rubble, perhaps suggesting a more substantial wall than that nearest the street and the west end of the stables building proper.

I am suggesting, for purposes of discussion, that the stone boundary wall may have acted as a retaining wall, and reflects a differential in elevations between Lot F and the Dugas east alleyway. Archaeologically, this area unfortunately has not been examined thoroughly, and thus we cannot make a firm case for the retaining wall.

In summary, I would tentatively suggest that the yard elevations to the rear of the Bigot stables range from 13.60' to 11.80' AMSL, and probably fall off toward the west and north.

It is also suggested that the border between the Bigot and Dugas properties displayed a low stone wall acting primarily as a boundary line, and secondarily as a retaining wall due to the differential in yard elevations between the interior portions of Lots E and F.

These points will presumably be discussed in a design team meeting to be held shortly.

Re. Item 1 ... water plumbing inside the building would, of course, be convenient, but in terms of animation re-opening one of the wells in the courtyard would be desirable. One well (at the south end of the south Magasin) could be sealed to prevent contamination, and have water piped in from the lines in Rue St. Louis. The water level could be self-regulated with an overflow device. Re-use of the well would not be in lieu of plumbing, but in addition to plumbing.

A - Following a short discussion on the need for defining areas to be protected, it was agreed that in order to save time and minimise intrusion, fences of a temporary type, to fit into the historical landscape, as well as historical ones could be, whenever possible, of already designed types.

Since there is still some archaeological work being carried out, grade elevations and location of fences are not yet finalized, so that Design Team will concentrate first on perimeter fences, then look after wells, latrines, fences, gates, ponds, gardens, etc.

At your request re designed location intruding on Pave. This was looked into with Crépeau, Lindsay & later Krause & Fortier with the following result:

     Fence to be moved back to +- 2'-0 inside Destouches  Façade , & +- 4:0 inside Façade, with only posts (3) going into (+- 2'-6) Back-fill over Prevost Building remnents, end posts to be attached to building so as not to penetrate appreciably into fill nor touch interfere with D.F. Bldg.

Archaeological Clearance - Bigot Well

Archaeological excavation is not required for the Bigot well project. The well cover was designed to sit on four flat stones set around the "as found" feature. The additional stonework needed for the well collar is dry laid. There is no evidence that the "as found" feature was mortared. Although there are traces of mortar on two of the in-situ stones they point to reuse of the stones rather than a mortared well. As there is no need to point the well it is not necessary to excavate around the well pit. Please note that the well fill was excavated archaeologically but not the well pit or all of the area adjacent to the well.

For the record the digging that was done around the well to prepare it for pointing was done without archaeological clearance. Although it is commendable that the workmen stopped when they encountered artifacts, their supervisor or the maintenance planner should never have initiated the work without ensuring that clearance had been provided. I realize that my absence this summer may have caused problems, but during my July and August Louisbourg work days Engineering and works did not Put forth one single project for clearance, and 1 cancelled my September trip because there was no demand for my time. Finally, the work on the well was done only days before I returned to Louisbourg in October.
