What was the signal to begin negotiations for a capitulation?

A drummer would beat for parley (parler) and a flag would be displayed, the flag may have been the colours of the side seeking parley or their opponents at different periods. For Louisbourg, they showed the colours of the Marine. The opponents would respond to the drum call and signal the negotiator by flying their own colours. The two parties would then meet to negotiate.
