Enclosed: Memorial that instructions be given him to make grants of land to people who are actually resident and making improvements. People are residing in Cape Breton but will have to leave unless the prohibition against making grants there is removed.

Transmits a memorial asking that instructions be given him to make grants of land to people who are actually resident and making improvements, and especially for making grants in Cape Breton, where people are residing but cannot obtain land due to the prohibition against such grants.
